And by whom? The notice is quite uninformative.
I was wondering why Andrin had not submitted building permits to the city for Young Condos ahead of the February exemption deadline, but this appeal to LPAT might have interfered? If so the project could be more expensive than planned to build.

I'd imagine anything like that would be retro to the initial application for permit.

And yeah, who's complaining? This has been in the planning for over a decade.
Seriously, phase two is of no surprise to anyone. And what would there be to complain about??

Change in height ?  maybe ?  Like you said, what else could it possibly be ?
How much higher is it than originally planned?

About twice as tall since the original was around 11 floors I think
Could they be asking for extension to development fee exemption? From what I hear, they are having a heck of a hard time selling these units.

All three of those are the same, but they're all old now. They did a total redesign of tower 2, and it's now taller than tower 1 and set closer to Duke than King.
