The hills are actually there. The lens has the effect of compressing distances, what's far away looks closer, so what's a gentle hill appears steeper in the photo. The amount of rise in the hill is accurate between the photo and reality, it's just the run (the distance it rises over) that gets compressed.

Try cycling up them.
AGREED!!!! you do not realize how much an incline it is until you are biking home from the market with a basket full of goodies.
taylortbb nailed it. A telephoto lens compresses the foreground and background which makes things look a little different than reality. Downtown is quite hilly though, even if the inclines aren't as dramatic as Cedar Hill.
