Apparently so. According to
James Howe, "The A.R. Goudie Home was built behind the House of Refuge which was then demolished. Until about 2012, A.R. Goudie was owned and operated by the Salvation Army." This could explain the long set back from the street, and similarly, possibly, the reluctance to build anything else on that space.
Yes that is where the original Home was. My Grandparents managed it in the 1930's and 1940's. The farmland attached to the Home went all the way to Franklin St N where the Sunnyside Home now sits. The employees and any able-bodied residents worked the farm that produced most of the food that fed the residents. They had prize winning dairy cattle and fabulous vegetable gardens.
The sidewalk on the attached picture would have come out on Frederick St.

Looks like there's going to be an expansion of the AR Goudie Home, but the existing building is being designated as 'heritage,' and this report gives some additional background of when the site was the House of Industry and Refuge.
