No, looks normal to me, but you can change your theme on the user control panel's options page, http://www.waterlooregionconnected.com/usercp.php?action=options . Maybe your setting got changed?

That's my guess as to what happened. Also in the drop down menu in the bottom right you can pick focus responsive
