Does a pilot and/or their co-pilot taking off in a small plane count as 0, 1, or two passengers? I would imagine takeoffs and landings includes private planes, but that "passengers" are solely defined as those people flying one of WestJet, American Airlines, or Sunwing.

That's right.  The two numbers are not really comparable, would need to look at the number of takeoffs and landings for scheduled services to draw any conclusions.  YKF is quite a busy airport for general aviation.

Pffft, that's only one takeoff or landing every 5 minutes of every hour of every day of the year...

It seems a bit high, but YKF is really busy with general aviation planes.  I think I read somewhere it was top 5 or top 10 in Canada (and the sky around the airport is often full of planes).

I also don't know how something like pilots being trained and doing touch and gos count toward those statistics [Nor do I know if they even do touch and gos at YKF].

In 2013, YKF was the busiest general aviation airport in Ontario. 50% of take-offs/landings are attributed to training.

I think the major thing boosting general aviation at YKF is the proximity to Toronto. With the pending closure of Buttonville, it will only push traffic higher at more peripheral GA airports like YKF.

As tomh wrote, training accounts for a lot of the traffic. I think you're right in part: people from GTA who want to learn go to YKF, but there's also a lot of infrastructure for learning how to fly at YKF. (Always thought it would be a fun hobby, but not so cheap.)

Another low-cost airline has been announced with one of its planned hubs in Hamilton: "Jet Lines."

Their planned route network seems pretty extensive.

Do they have funding?  There are lots of dreamers but the airline business is tough (and not just in Canada).  Porter is the only one that has made a go of it in recent memory.  None of Canada Jetlines (2013), Jet Naked (2014) and NewLeaf (2015) have been able to get off the ground so far.

Edit: Oh, it is Canada Jetlines, apparently back from the dead!

Sounds overly ambitious.  My guess is it won't fly.  But if it does, I would prefer to go to Hamilton instead of Toronto.
