Are each storey considered two storeys here? Looks like they stopped building higher.

It's to be five storeys tall.  Have they now completed the third floor?

Only residential construction is deemed essential, so that's probably why they're not building right now. I assume they'll be back to it, and go higher.

The third floor is complete, but it doesn't look like the pillars are going any higher, just the way it looked to me.

Yesterday, while I was driving along Duke Street, I'm pretty sure I saw workers putting up more wood for the next floor.  I'll try and get a better look today.

I'm surprised that construction is continuing on this project. It has no residential component, does it?

I believe no residential component. The only essential business clause I could maybe find is "Construction and maintenance activities necessary to temporarily close construction sites that have paused or are not active and to ensure ongoing public safety." Maybe they're justifying it as they need to finish the building structure and outer wall to properly secure the site against trespassers for public safety. I doubt it was the intention of that clause, but I could see it being just defensible enough to keep running while the shutdown orders are processed.

Or they have a tenant signed that's in the healthcare sector.

@Spokes, can the title of this thread be changed? It's a bit confusing how it says six floors, but as panamaniac said it looks like it will actually only be five. The rendering shows four full floors that match the height of the Weber Chambers building, and then a 3/4 sized fifth floor that's offset to the back of the structure to allow for the proposed restaurant patio overlooking King.

It could be a structural necessity that they finish the building, or perhaps just part of it.

I just checked the building permit and it says five floors so I'll update the thread title.

I wondered about that - perhaps related to the wood construction (not supposed to take on a weathered patina?)?
