They do indeed look weird and weak. I'm always surprised at how heritage properties are chosen. Some rather remarkable properties are allowed to be brought down, while others are protected because they have a nice staircase. It doesn't really "eat away resources as such" as the city is doing only minimal maintenance on it. I think it would make a great spot for the local arts community. The site has the potential to be remodeled into something similar to the Button Factory in Waterloo: a multi-use space that would be available to a variety of community groups.
