They are new. A number of ex-DREAM people on staff. So far all the holdings I have seen have been DREAM divestments (in, for example, Kitchener, Windsor and Barrie). RE: General Urban Kitchener Updates and Rumours - MidTowner - 02-08-2017 318 Duke Street West (old Fire Station #2, between Duke and Breithaupt) seems to be undergoing some work inside. There was a dance studio here until recently, when it relocated to a larger space near Belmont. There doesn't seem to be a permit for whatever work is happening- something tells me that, like some of the spaces just around the corner on Breithaupt, it is being set up as office space. But it could be anything.
