Is this a same yet different concept that was proposed for the old Carnegie Library/older Police Station?

Neat article talking about this project and the Tannery. There is also a brief mention of a 24 story building also being worked on by Raw Design.

Good article.  But does anyone know more about this planned 24 story building?

They could be talking about the building at Regina and Willis way, which would take over the parking lot on the southwest corner and grow the height of the King buildings which share space with the parking lot.
