Do they have funding?  There are lots of dreamers but the airline business is tough (and not just in Canada).  Porter is the only one that has made a go of it in recent memory.  None of Canada Jetlines (2013), Jet Naked (2014) and NewLeaf (2015) have been able to get off the ground so far.

Edit: Oh, it is Canada Jetlines, apparently back from the dead!
