A drive through was not already permitted.
I wonder why restaurants have a minimum height of 5.5m?

I'm kind of torn on this. I personally have no love for drive throughs and think they just contribute to congestion and our car clown culture, and I think the most feasible way to combat this is incremental improvements as new developments arise.

But on the other hand, this part of town is going to be car dependent for the next generation and there are already 3 drive throughs across the street (BMO, RBC, Starbucks), so the difference this one development will make is probably negligible anyway.

I'll just continue to avoid the whole area except for the occasional trip to the dump.
