I wonder if there was concern about the water being polluted from Mt Trashmore with all the challenges they had capping it off.

I've ridden and jogged near that area dozens of times (my commute literally took me on the trail through the park between Greenbrook and Queen's Blvd last summer as I routed around roundabout construction) and never went far enough to actually look at the lake itself. I'll definitely be remedying that oversight in the future!
