It is in the City's long-term plan, but there are plenty of other infrastructure projects that are ahead of it in line. What I expect will happen would be incremental trail development as various parcels of land in the area are developed. The first stretch of trail (or at least a public walking corridor) could happen around the NCR property re-development, but that could take a few years given that the parcels closest to the train tracks won't likely be touched until 2017 at the earliest.
