I believe that part of the issue is that the house at 37 Avon is part of the development property and they are creeping into an established neighbourhood. The lot appears to wrap around the two low rise units at 31 and 35 Avon. I live in this area and originally had some concern when I saw the 37 Avon was part of the development. Now seeing that the building will be built tight up against Frederick it appears that parking will now be at the back closer to the rest of the neighbourhood. Also I believe that there will be no direct access out of the parking lot onto Avon which should alleviate some of the traffic concerns.

I'm curious if, similar to the Brick development, the reductions in height and units (albeit in this case for apartments versus condos) comes with a lowering of the bedroom-per-unit rate, as in you wind up with slightly fewer units overall, but change the target market from families to single bedroom buyers.
