On the diagram above there is a notch that is demarcated by a dotted line labelled with "LEVEL 1-4 PODIUM OUTLINE". I think this accounts for the difference in distance you're referring to here, though I'm really bad at reading these sorts of documents so it's very likely I'm the confused one.

The "EX HERITAGE FACADE" with the "EX LIGHT STANDARD" right in front of it match up pretty well to the front of the Pearl Laundry building

Yes the podium overhangs to the approx 6m mark from floors 4 up. At ground to 3rd the Pearl building is at the corner.

Design can never be objective by nature. Aesthetics is a wholly subjective thing.

That said, we really ought to have a design panel in this region that can work with the developers, architects, region and the cities. Something not directly affiliated with them, who has people like architects, artists, designers, planners, engineers etc who can analyze and critique a design.

I am considering reaching out to some people to see about starting something like this, but it will be a complicated and long process. I have a few days this coming week where I am not busy, so maybe I'll write up a proposal and submit it to the region and cities. Do we have anyone here who works in any of the previously mentioned fields?

100% to this. It exists in Toronto. No highrise development goes up without having to appease the Design Review panel. The Toronto process helps immensely with both activating the sidewalk level and skyline level. Buildings IMPROVE the streetscape and mega projects like FDB and the proposed Westmount/Erb development would never happen with the panel in place because every tower in the development must have a unique look (even if it is just that the cladding is different). 

Building approvals aren't Regional purview. Each city would need this. It would help if this was a coordinated approach across the three cities though.

They do have two permits currently under review (application status), one for the demolition of the properties (permit 23-114124), another for the construction of the building (permit 23-121674). I find that surprising considering IN8 hasn't even started marketing the building yet. I seem to recall Duke Tower being sold out before permits were even issued.

IN8 just launched sales for 1017 Main in Hamilton which is a multi tower project. I suspect this is their next one.

Also the permit says 45 stories, might have grown a story

IN8 has put their redevelopment of Hamilton city centre on ice indefinitely, meaning the empty mall will just be sitting vacant. Does this signal a sign that some of their new projects locally may be delayed as well.
