They haven't explicitly stated anything yet, but as per Section 23 of the Ontario Land Tribunal Act any Parties to a case can request the OLT to review decisions. In this case (you won't see this happen anymore due to planning act changes) the neighborhood association was given party status and they were the ones firmly against it. Thus its very likely that the neighborhood association made the request as per Rule 25 of the Tribunal Rules of Practice and Procedure to have it reopened and reviewed.

It's stuff like this which causes investment in ANY kind of sector to say: nope!

Even when the NIMBYs are clearly just stalling and roadblocking, it foments the perception that if you're in the business of actually creating things then you may as well save your time and money in order to do it elsewhere. If you're a gold miner, are you going to fight with the locals to get permission to mine...or just set up shop somewhere you know you can make money and give people jobs? A similar principle applies here.
