It's owned by the city. Much of it is leased to The Breithaupt Block, but the city does sell some passes too for people at the tannery.

It seems completely under utilized. The breithaupt block tenants park on the right side which is full, but the majority of the lot usually has 10-20 cars in it at most. It seems like 10% capacity at most times.

I wonder why. The city website says the lot has a waiting list for monthly passes, https://app2.kitchener.ca/parking/?_ga=2.64392106.460400565.1569822975-1948146944.1558575429 . Do a bunch of people have passes and not use them?
