Transport costs are a big factor. The company Auburn is using for this is in Brant, ON, a little less than a 1h drive away.

I am fairly sure the building industry has advanced since 1968.
It was addressed in the 1970 revision to the Canadian Building Code.
Incidentally, sloppy construction played a big part in the Ronan Point collapse.

This one seems to be stuck at 6 floors for over two weeks. No precast slabs? waiting for parts?
