Very interesting. It seems that the majority of recent (non student) Waterloo proposals just can't take off... I can think of a bunch in Uptown - including Strata. The land values and construction costs are so insanely inflated, plus outdated regulations, that nothing seems to work. Waterloo is stagnant.

It's funny because Dorothy McCabe was campaigning on wanting to totally transform Waterloo into modern, progressive city that would evolve with the times. And people ate that up and asked for seconds while forgetting she is a generic big tent Liberal Party stooge with a decent amount of skill points put into Opportunism, as she quickly jumped on the chance to finally run for office.

Feels like the city is stagnant by design, at least outside of the Northdale areas where they have contained all of these student apartment buildings. Very little progress has been made elsewhere.

Turns out this wasn't actually killed and city hall came to a settlement with the developer. In The Record today there's an article that mentions this project. 

"The settlement permits one tower to rise higher to 27 storeys. One tower will become narrower while 23 units are added to the project, among other planning adjustments."

There's no updated renderings or site plans provided since it was at the OLT and not standard ZBA/OPA but realistically one of the towers fronting Bridgeport would be the 27 floor tower.

It wasn't clear to me from the article: if the City approved the proposal as requested, on what grounds did the developer go to the OLT?

The city didn't respond to all of the required amendments within the legally required time (section 17(40)), thus the developer appealed to the OLT, however in this case the developer and city negotiated and came to a settlement agreement which was approved by the OLT.
