It depends on the site. In situations where the site is large enough (generally new subdivisions) the water can be pumped to a different area of the site so servicing, SWM pond lining or whatever other works requiring pumping can be completed. In more urban environments such as this it tends to be pumped directly into the storm sewer.
Keep in mind the dewatering system is not permanent, once the building is large enough to withstand the hydrostatic uplift force from the ground water table it will be gradually decommissioned and the ground water table will return to its normal levels. Once construction is complete you'll also have a sump pump which is connected to the storm sewer to regulate water around the foundation of the building.
