1 Victoria, with Settlement Co. seemingly confirmed, wouldn't be able to host. I would think that 100 Victoria would be too far from construction/opening to be realistic. Midtown might also be too small, and King/Breithaupt too far out.
Victoria Commons would fit both the new-ish timeline, as well as outside the downtown core, and the phrase "neighbourhood bar," as most other locations described are fairly close to established establishments. Or put another way, this is the one farthest from McCabe's/Firkin/impending Abe Erb.
Sadly I think my guess of Victoria Commons is a non-starter: there does not look to be any retail space in the first condo building in Victoria Commons. See photos posted in the Victoria Commons thread.

And the Niko Niko signage was finally coming down today. If I understood correctly, they should be open by early March.
Amaya is now open, as of today! (There was tiny sign in the window saying GRAND OPENING ...) Hopefully will be able to check it out tomorrow.

Had lunch at Amaya today, on their second day. Tables not busy yet, but lots of people coming for take-out. Chaat was very nice, lime lamb curry was delicious, and saag paneer was good as well. Only temporary menus for now, and they are still sorting some things out, but in many ways it's a step up from Spice Tree (and certainly has much more room). Hopefully there will be enough customers for both of them to succeed.

So I tried a thali plate at Amaya last night and thought it was OK. Portions were generous and the price very reasonable ($20 for a thali plate and mango lassi). The spices are toned down for local consumption, but there was still a bit of heat to the vindaloo and pickle. It is more informal than I had expected, with a cafeteria-like set up at the back where you can order and pay up for your food. A number of dishes are ready to go while others are prepared in the kitchen. Seemed to me like it would be good for lunch and for take-away, but it is not a fancy arrangement if you are looking for fine dining in the evening (very good option for a quick meal if dining alone, as I was). There are a number of South Indian items on the menu. If you enjoy Indian food, I would say you should check it out.
Carl's Jr. in Uptown has bitten the dust. Not sure if that's attributable to location, product, LRT or what, but certainly troubling for the owners of the Square.

Hopefully this means fewer issues for food trucks setting up in the Square now - I saw a food truck owner post on Twitter that Carls Jr were aggressive in keeping trucks away during Jazz Fest.
Uptown doesn't seem like an ideal place for a fast food restaurant. Carl's Jr. wasn't bad, but why would I go there when there are so many better and tastier options nearby? Boardwalk seems like a much better fit for them to me.
