Would Waterloo Region every have a development that was large enough to either justify providing school space in a tower, or that would be dense enough that it would be required in order to avoid overwhelming the nearby schools?

In time, yes, that'll likely happen. But at the moment, there just aren't enough families living in apartments or condos in the urban cores for any demand for a school included in a tower project. I doubt we'd see anything like that open up here for at least another...20-30+ years.
