While I'd heard that rumour as well (perhaps from you), I asked the team and Bombardier directly about it, and they said that all testing would be done at Bombardier's facilities (low speed at Thunder Bay, high speed at Millhaven. No prototype testing in KW, unfortunately. (Yes I realize there will be 6-9 months of testing our system once we take delivery of our first few trains.)
Okay, that's good to know. I'm certain I read about it in a council report, but the only reference I could find is a Record article that said "It would also mean the trains could be tested on portions of the Waterloo Uptown Spur, prior to the project’s completion in 2017." My guess is that it was considered and Metrolinx or Bombardier decided to not go ahead with it.
