Well the Waterloo Region isn't the GTA so you'll never see the same prestige of local development as we have in the GTA. This region just doesn't matter that much. It's really just a GTA suburb, but one that is so far that it can't quite be as connected to the GTA as it should be, but also not far enough that it can become its own significant region/city. As such, it's sort of stuck being this pseudo-big city where you see tall buildings, large projects, infrastructure improvements etc but they're all sort of really mediocre at best.

Stuff like this is as good as it's going to get, really. At least for the next 30-40 years.
