Who decided that the new hospital needed 50 acres of space?

What was the rationale given?

we all know the answer is parking lots.

That in no way leads to the 50 acres number. We have the technology to stack parking lots on top of each other. The Pearson Terminal 1 parking lot, among the largest parking lots on the entire continent, only covers about 10 acres of land. You could almost build Terminal 1 itself on 50 acres.
