Demolition just means they have a permit to demolish the current buildings on site. This basically means the site is ready for new construction.
Foundation/Shoring permits allow for excavation of the site to occur as well as foundation works, alot of the time this also allows for all underground work to occur. However this varies by municipality.
Balance of Construction allows for all above ground work to occur, for example at Elevate Condos they had balance of construction for Building A but only foundation for B and C which is why only Building A had above ground work occuring.
There are obviously exceptions for example balance of construction doesn't include interior finishing for commercial units or the addition of magnetic locks on doors. So while it may allow the building to be completed there are other permits that are required for a building to be fully complete.
