If we were talking about the sidewalk in front of a new apartment building, nobody would be wondering whether the development would be connected to the existing pedestrian right-of-way.

It should be equally inconceivable that a development would not connect to an adjacent trail. Large developments should always connect to all adjacent public rights-of-way. The larger the development or building, the more inappropriate is the idea that all traffic should be routed through a single entrance.
