They are rotated to a fixed number of set locations. I'm just curious how evenly these are distributed, since I don't know a list of all locations.
Actually, having fully mobile cameras that appeared at random anywhere in the cities would probably be far more effective. But "think of the children" is a very effective strategy and the only reason these cameras exist, for better or for worse.
At this point, it's pretty clear you're right, because we're seeing right now what happens when you try to expand them to places with a slightly lower density of children.
I really have no idea why politicians and media folks are so eager to pander to these angry entitled drivers who make up the terrifically vocal but presumably minority of people.
