Construction began in April 2017 with the demolition of existing structures and then with site preparation. To me, that is all part of the construction process. Therefore we are 7 1/2 years into this, with (likely) 2 more to go. Pretty much a decade.
The funny part of that is that kids started high school in 2016-2017 school year. They graduated in 2020. Many went to university and/or college and likely many have graduated from their studies. Now they are working. And they still can't rent as the construction is still ongoing.
Also, likely some girl got pregnant while attending CHCI and perhaps their kid was 2 years old when this started. Good chance their kid will start high school at CHCI and this still won't be available for rent.
