Technically the property next to this is at the OLT, Vive just happens to own it, they want to incorporate it into 83-87 Weber and make a giant slab which the city doesn't want. Hence all the built form restrictions in place in Growing Together. I went into more detail in the 924 King thread about the entire Growing Together appeal if you want to read that. Regardless Vive has other projects they're pushing (332 Charles, CTV site).
