It looks like they're going to use three luffing tower cranes here. They have two crane bases and plus the one crane setup in your picture.
Two of those bases that are in the picture are just sitting on the concrete you can see the anchors on the bottom. The only one currently cast is the middle of the three. The other two are likely be the bases for the other two cranes. It's also unlikely that they'd use luffing jib cranes just because of the distance between buildings. They can accommodate 3 hammerhead cranes as long as they have staggered jib heights without there being much of an issue.
