It's still at SPA stage, it was only submitted recently so the city will still be reviewing it. Provided there are no issues with it the turn around time is roughly 1-2 months. If it goes any longer the developer can legally go to the OLT and that's a mess when that happens.

Once it has SPA the only thing stopping them from building is permits. Keep in mind however that Rome, provided they are still the owners, hasn't built anything yet. Their project on Frederick hasn't had substantial progress beyond marketing of units.
