Any updates?  I noticed a sign that the road or path from Park Street to Joseph is going to be blocked off and the Parking Lot has a sign saying no parking or private lot.

Where did you see the signs? I happened to walk by yesterday and there were jersey barriers up block off roughly the area I've circled (just from memory, I wasn't really paying attention). Joseph St and the trail were open. I hope the trail stay opens during whatever they are doing.
