It's a big part of the puzzle. IIRC correctly half all shelter space in Ottawa is being used by refugees, and Toronto's Mayor Chow has been begging for support from higher levels of government because they can't handle the amount of refugees and claimants either. If the same space being allocated to refugees instead prioritized citizens (or PR and visa holders) then that would be a lot more refugees living on the street.
