This is not unique. You can get an occupancy permit well before the finishes are in, and not all units need to be ready for occupancy. The main difference here is that the original developer ran out of money so the project was massively delayed, so the new owners are keen to move in as soon as possible, and the (new) developer didn't include enough buffer in their occupancy schedule.
None of the things mentioned in the article are fundamental problems. Not nice, but can surely be addressed in the coming months.
