The fact that Metrolinx fails to invest when demand is high is annoying/bad/whatever.
But really, this shouldn't actually be the way things are done. We should invest when we think something is a good idea. If the service is bad and people don't use it, we should make it better...not worse. The fact that we don't do this, to me, is an argument against doing things if they're not being done well.
