It's stuff like this which causes investment in ANY kind of sector to say: nope!
Even when the NIMBYs are clearly just stalling and roadblocking, it foments the perception that if you're in the business of actually creating things then you may as well save your time and money in order to do it elsewhere. If you're a gold miner, are you going to fight with the locals to get permission to mine...or just set up shop somewhere you know you can make money and give people jobs? A similar principle applies here.
