Looks like the sand they hoisted up before was the base for patio stones?

It does appear that way, which is odd considering how much green space was depicted in the rendering.

Rendering Of Podium

The pic is a close match to the rendering.  The green lawn areas from the rendering will definitely be artificial turf.  It might need to have sand and gravel underneath to allow the water to drain without pooling.
