Red light cameras are still legal, right?

Have stoplights that are normally red for the road. Install vehicle detectors that turn the lights green in time for vehicles travelling the target speed to get a green without having to stop. Faster vehicles still have a red and either stop for it or get a red light ticket. No speed cameras as such, yet there is absolutely no point in speeding.

This also means that pedestrian and shared pathway crossings of the road don’t need buttons to turn the traffic light.
