(by inbound I'm assuming you mean Mississauga/Brampton-bound.)
I'm guessing he's assuming that "inbound" (being Mississauga/Brampton originating) buses will be traveling east on Victoria, on account of, they're coming from the Charles St. terminal and heading to either campus or to the train station.
