And plan approval may be based on the presence of retail space ...

Who's to say that it won't be a Google Store of sorts?  Perhaps selling only Google "Branded" stuff or not, but you do have a lot of electronics that are made by or for Google.

True to all of the above, but what i'm saying is that the current intention is ground floor office space... as in, Google needs as much office space as it can get. This could change of course or could be a condition of approval, to have ground floor retail, however, some ground floor retail units sometimes are used as office space.
