Very strange. I can see it when I go to https://www.kitchener.ca/en/city-service...hener.aspx, but any time I click on the link it takes me to the survey:
   

But when I paste the link in to a post it changes to the budget link

I think it is because the deadline passed for the market survey on the 28th at 11:59pm.
Everyone move to the back of the bus and we all get home faster.
