I think it's the only one on the ION route, but far from the only one in the city. The ION is considered a slip lane there, which doesn't normally get crossing signals. Highland/Belmont is the same design, but with cars rather than LRVs. https://goo.gl/maps/4tcuTmrbsuzPa9iQ8
I believe cars are supposed to yield to pedestrians in a slip lane, I'd assume the same applies to LRVs?
