Asphalt doesn't really need to cure the way concrete does, especially for weeks at a time. Roads are paved and re-opened to heavier traffic without as much time.
Roads usually have 1-2 years between the first and second layer of asphalt because letting the first layer settle under traffic first makes the road more durable.
The trail probably has less settling I'd guess it's a scheduling question.
