I don’t know why Borden will be closed, but other than that this is what I would expect, knowing what crossovers are available in the system.
Actually this makes me suspect the OCS wasn’t designed in coordination with the crossovers. They should be able to use the Cameron Heights crossover while the overhead through downtown is shut down, which would allow Borden to act as the terminus. I’m guessing they will actually be using the Mill crossover. More generally, it should be possible to use any crossover while the overhead just past the clearance for the crossover is shut down.
