I think the Greater Golden Horseshoe first emerged as a term in the 2001 Census as a so-called census region. There wasn't a rigorous definition of what constituted a census region, so it was a bit pointless in my opinion, and Statistics Canada has since abandoned the concept.
Since 2004, it's now basically codified in law, though, as part of the Greater Golden Horseshoe Growth Plan area under the Places to Grow Act.
"Golden Horseshoe" as a term has been around since the 1950s when satellite pictures made it apparent, but "Greater Golden Horseshoe" wasn;t coined until 2004 in teh Places to Grow act.
