There's an article in yesterday's Record about expanded testing in Waterloo Region. It notes a "previous expansion into long-term care facilities" which may be having an impact. It reads to me like the article supports your thinking here perhaps? Or is the impact of those changes something unrelated?

Really, we should have been testing at the LTC facilities far earlier already.
