I dont think it's a fraud. I drove by yesterday and in addition to the highway sign theres a sales house (dont know if that was already mentioned) and a ton of equipment on sit . 

It's in a area primed for a development like this, close to LRT a mall that will be completely revamped and movies, dining and all other sorts of entertainment are nearby. It's an excellent project for the area and to me it seems like its absolutely going to happen.
