Waterloo Region is averaging about 10.5 cases/100K in the past two weeks and trending down (see my comments above). That is below not only GTA but also Windsor, Hamilton, Guelph and Halton.
Christmas holiday behaviour is the big wildcard, but otherwise the region seems to have recovered somewhat from the spike two weeks ago. New cases have been pretty stable around the 60 mark, and the number of active cases is dropping.
