Via has had a HFR site up for years, https://corpo.viarail.ca/index.php/en/pr...uency-rail , and the government previously funded detailed studies. It sounds like this will be an announcement of funding for construction (if the Liberals win the presumed fall election of course). The Via website only proposes 177 km/h though, so if it's 200 km/h (even for a small stretch) then something has been improved.
